Carl Kuhnke –  Chair

Carl Kuhnke is the President and CEO of the Owen Sound Transportation Company, appointed by the government after leading the Walkerton Clean Water Centre (WCWC) for five years. WCWC trains over 15,000 Ontario operators annually, and works with municipalities and source protection committees resolving drinking water issues and challenges.

Carl founded Saugeen Hospice in 2021 and is an elected Municipal Councillor (Brockton). He sits on the Brockton Police Services Board, the Saugeen Airport Commission, and was previously a Director of the Board of the South Grey Bruce Health Centre.

Municipal Representatives (4)

Owen Sound harbour

Troy Pelletier – Municipal Representative (Group 1 – Northern Bruce Peninsula, South Bruce Peninsula, Owen Sound, Georgian Bluffs)

Troy is currently employed as the Drinking Water Superintendent for the City of Owen Sound with over twenty-six years experience in the water industry.  He is responsible for the day-to-day operation of the Water Treatment Plant, remote pump stations, including the City’s reservoir, maintenance to all equipment, overseeing water treatment capital projects, and meeting/exceeding Ministry regulatory requirements of the treatment system. Troy oversees a dynamic team of experienced water operators, participates in the City Joint Health and Safety Committee and continues to maintain a Level IV drinking water license with ongoing training.

Mitch Twolan

Mitch Twolan – Municipal Representative (Group 2 – Huron-Kinloss, Kincardine, Saugeen Shores, Howick, Morris-Turnberry, South Bruce)

Mitch Twolan has been Mayor of the Township of Huron-Kinloss since 2004. He serves on Bruce County Council and holds the position of Warden of Bruce County. As well, he was involved in the formation of the Pine River Watershed Initiative and formerly served as a director of the Saugeen Valley Conservation Authority. During his time with Huron-Kinloss, Mr. Twolan has helped to implement water quality testing and septic re-inspection programs. Many people will also recognize him as a realtor in the Point Clark area.

John Fruin

John Fruin – Municipal Representative (Group 3 – Arran-Elderslie, Brockton, Hanover, Minto, Southgate, Wellington North)

Born and raised in Walkerton Ontario. 27 of his 37 working career years were spent as a licensed operator in Water/Waste Water Treatment. John has worked for the Town of Walkerton, Ontario Clean Water Agency, Veolia Water Canada, Municipality of South Bruce and the Town of Hanover. He held positions from operator to chief operator of Water/Waste Water Treatment.

Harley Greenfield – Municipal Representative (Group 4 – Chatsworth, West Grey, Grey Highlands, Meaford, Blue Mountains)

Harley is a Councillor for the Municipality of Meaford, since 1998, and previously, served the last term as Councillor of the former St. Vincent Township. He chaired the tri-municipality committee working to formulate the new Municipality of Meaford in 2001. Since amalgamation, he has served three and a half terms on Municipality of Meaford council, currently in his eighth term as a Meaford Council member. He was initially involved with the Municipal Waste Management committee and played a lead role in establishing the Meaford early recycling program. He has also served on the Grey Sauble Conservation Authority (GSCA) Board for three different terms and was voted Vice-Chair under former Chair Dick Hibma, serving on the GSCA Source Water Protection Management Committee during that time.

Agricultural Representatives (3)

Hugh Simpson, agriculture sector representative

Hugh Simpson – Agricultural Representative (Farmer – Grey County)

Past Grey County Federation of Agriculture President, and commercial honey and maple syrup producer.

John Rodgers photo

John Rodgers – Agricultural Representative (Farmer – Bruce County)

Past Bruce County Federation of Agriculture President, Farmer in Northern Bruce Peninsula, former High School teacher, and Vice Chair of the Bruce Peninsula Biosphere Association.

Les Nichols

Les Nichols – Agricultural Representative

Les Nichols works in agri-business and is a resident of the Municipality of South Bruce. As well, he serves as a board member of the Bruce County Federation of Agriculture, is a Certified Crop Advisor (operating Crop Watch Crop Consulting) and is a Certified Seed Crop Inspector.

Commercial/Industrial Representative (1)

Gord Timmerman

Gord Timmerman – Commercial/Industrial Representative

Gord has almost 20 years of municipal experience within areas of zoning, official plans, and development, along with another 16 years of experience with a municipal water and wastewater operation. This experience involved working closely with the Ministry of the Environment and Climate Change and related directly to the types of threats and activities that are regulated under the Drinking Water Source Protection program.

Amy Harrison, environment sector rep

Amy Harrison – Environment Representative

Amy is an Environmental Technologist and certified Non-Agricultural Source Material (NASM) Plan and Agricultural Operation Strategy/Plan Developer from Tara, Ontario. Amy has over 19 years of diversified consulting experience, which includes the development of NASM Plans (approved by OMAFRA), obtaining Environmental Compliance Approvals (ECAs) from the Ministry of the Environment, Conservation & Parks (MECP), long term groundwater and surface water monitoring programs at numerous landfills, and habitat restoration / enhancement projects. In addition, Amy has been approved by the Ministry of Natural Resources to prepare Class ‘A’ site plans under the Aggregate Resources Act.

Andrew Barton – Health Representative

Andrew has worked in the field of Environmental Health and Public Health since the 1990’s. In his current role as Senior Public Health Manager at the Grey Bruce Health Unit he manages the Environmental Health programs including Healthy Environments, Recreational Water and Drinking Water. Andrew has a keen interest in the intersection between public health and the natural and built environment.

Dan Orr

Dan Orr – Public/Environment Representative (Grey County resident)

Dan Orr has worked with the Ministry of the Environment, Conservation and Parks for over 35 years with a range of experience and responsibilities under the Environmental Monitoring & Reporting Branch and Central Region Office. At the Ministry, he was involved in numerous Environmental Assessment (EA) reviews, Class EAs and Permits to Take Water. Dan more recently worked for York Region on managing and developing solutions for water management issues, such as for major sewer and highway development projects.

Richard (Dick) Hibma – Public/Environment Representative

Dick has spent 20+ years representing the Grey Sauble Conservation Board of Directors as Chair and Board Member locally and was also involved at the provincial level serving on the Conservation Ontario Board, serving for 12 years as Chair. His professional career involved work with Bruce Power and his interest in the natural world was ignited as a child growing up in the Leith area. He brings to the Committee a passion for ensuring that the lessons of Walkerton water contamination in May of 2000 are not forgotten.
