Job Posting: Grey Sauble Conservation/Source Protection Authority is offering a contract position for a Source Protection Supervisor & Risk Management Inspector to assist the Project Manager/Risk Management Official (RMO) in the maintenance of the source protection program and implementation of the statutory duties prescribed under Part IV of the Clean Water Act.

Report to: Project Manager/Risk Management Official, Drinking Water Source Protection (DWSP)

Duties:

Source Protection Supervisor

Provide general support and assistance to the Project Manager/Risk Management Official (RMO), Source Protection Committee and associated Authorities in the maintenance and implementation of the Source Protection Plan, including, but not limited to the following elements:

·        Organize and administer DWSP Working Groups and act as the staff resource person at Source Protection Committee meetings;

·        Maintain liaison with program partners including Municipalities, interest groups etc.;

·        Draft reports for, and make presentations to, the Source Protection Committee, Source Protection Authorities, municipal councils, and associated working groups;

·        Assist the Project Manager with project design, budget preparation and cost control;

·        Provide GIS support to DWSP program technical studies, including creating map products;

·        Gather, normalize and manage digital data (including management of database system and records retention requirements);

·        Coordinate with partner agencies on the transfer and sharing of data; and

·        Perform other related duties as assigned.

Risk Management Inspector (RMI)

Under the supervision of the RMO, manages the statutory duties prescribed under Part IV of the Clean Water Act, Regulation of Drinking Water Threats, including, but not limited to the following elements:

·        Exercise legal authorities as an RMI/alternate RMO as outlined in the Clean Water Act, Provincial Offences Act and/or Municipal By-laws as required;

·        Under supervision of the RMO, completion of inspections to determine compliance with the Clean Water Act and applicable Source Protection Plans;

·        Under supervision of the RMO, researching and writing of Risk Management Plans for a variety of land uses including agricultural, commercial/industrial, and residential properties;

·        Serve as alternate or back-up RMO; and

·        Under supervision of the RMO, issuance of orders, initiation of prosecutions and attendance as an expert witness at Environmental Review Tribunal, Ontario Municipal Board, or related hearings as required.

Qualifications:

Education

·        Bachelor Degree in Applied Science, Engineering Technology, Environmental Science of Studies, or related discipline

·        Eligibility for, and willingness to obtain a Risk Management Official/Inspector Designation through the Ministry of Environment and Climate Change (MOECC)

·        Valid Ontario Class “G” Driver’s Licence in good standing

Experience

·        Minimum three (3) years related and relevant experience with provincial/local government, Conservation Authority or public consulting work environment;

·        Demonstrated experience working with the Ontario Drinking Water Source Protection Program is preferred

·        Agricultural experience will be considered a strong asset;

·        Demonstrated experience using Microsoft Office Suite, GIS Software, and database system is preferred.

Knowledge/Skill/Ability

·        Working knowledge of the following: Clean Water Act, Environment Protection Act, Nutrient Management Act, Pesticides Act, and associated regulations, guidance documents and local source protection plan policies;

·        Excellent customer service skills with the ability to resolve inquiries in an effective manner;

·        Excellent interpersonal, organizational, and communication (oral and written) skills;

·        Working knowledge of agricultural best management practices and industrial environmental management systems is preferred;

·        Experience in data input, quality control and administration of database program is desired;

·        Ability to analyze problems, identify alternatives and make recommendations to implement program improvements;

·        Set priorities, meet deadlines and deal with conflicting priorities and work demands;

·        Work effectively in both team situations and be a self-starter able to work with minimal supervision.

Working Conditions

·        Work duties split between working in the field and in an office environment.

Hours: The hours of work will be 35 hours/week.
Wage: The 2017 salary range is $55,364 to $65,900 per year ($30.42 – $36.21/hr).
